The Manoeuvres Establishment administers doctrine, equipment and procurement for the close-combat arm of the Commonwealth Armed Forces, across every Division. These include the bulk of the conventional army, comprising infantry, armour and elite formations drawn from any service. It is the largest of the five Establishments, since every regiment of the Territorial Service and Levy contains infantry detachments trained and equipped by it. Command of its regiments rests with their parent Division, not with the Establishment.
Troops are typed by role rather than by regiment: Shock troops are the general infantry and form the bulk of every regiment’s strength, Cataphract troops are the armoured element, and Commando troops are the elite, recruited across land, air and sea. Vekllei’s armoured vehicles favour mobility and transport by landing craft, helicopter or aircraft over the heavy protection of continental armies, which lends the service a light, expeditionary character.
