The Commonwealth Levy is the standing professional force of the Commonwealth Armed Forces for intervention and relief abroad, administered under the Parliament of State rather than the Ministry of Defence.

Its primary purpose is to mobilise military units for active manoeuvres, and as such has an offensive and often expeditionary posture. It maintains a generally higher level of readiness than the Territorial Service, which serves as a defensive force. Its location in the Parliament of State is intentional, and reflects the country’s position at the two great arcs of justice – by bread and sword – alongside the Common Navy. Where the Navy levies the military services into an international humanitarian commission, the Levy raises units for force projection and intervention. They are companion instruments in service of the Commonwealth’s international and moralistic Constitution.

The levy also serves as an international legion, since its membership is open to foreign nationals. As in the French Foreign Legion, members are expected to take on a new identity for the duration of their service, which will provide them with residence after five years or permanent injury.

The Levy numbers approximately 20,000-25,000 personnel at any given time. A permanent core is recruited directly, often from foreigners; the rest is drawn from the Territorial Service’s own regiments. Only the six Commando regiments are levied permanently, and are recruited across every service rather than by republic quota. Commonwealth Guards, Parliamentary Guards, Dorado Guards and Mira Guards presently hold the rotating posting; a regiment’s name, honours and home fortress stay with it through both postings, and the Rifles tradition remains wholly Territorial. The Levy fields the same Manoeuvres, Fires, Control, Signals and Supply Companies as any Territorial regiment, and its regiments retain their historic names and honours regardless of constitutional position.
