The Bureau of Oceans manages Vekllei’s territorial waters and the exclusive economic zones (EEZ) around its 83 republics. Because the republics are distributed across the Atlantic from the Arctic to the Southern Ocean, the combined EEZ is among the largest in the world. The bureau sets the policy framework for how these waters are used – fishing rights, undersea resource claims, hydrographic charting and marine environmental standards – though operational enforcement at sea is conducted by the Littoral Service under the Ministry of Defence.

The bureau administers fishing quota frameworks in coordination with the Bureau of Fisheries under the Ministry of Industry, which handles production and fleet operations. The Bureau of Oceans sets the ecological limits; the Bureau of Fisheries manages within them. Disputes over quota allocation are common and are typically resolved through joint committee or interwork detachment.
