The Bureau of Economic Participation is a bureau of the Parliament of Milk and Honey that addresses a basic challenge of the commons economy: without wages, people need other reasons and means to work. The bureau finds productive roles for people who might otherwise fall outside the employment system, particularly disabled people and those in remote or rural communities where conventional work is scarce.

In practice, “economic participation” in Vekllei covers a broader range of activity than formal employment โ€” community contribution, care work, creative production and subsistence agriculture all count. The bureau coordinates these different forms of productive life, and provides particular support for populations that the broader economy tends to overlook. The gap between industrial centres like Oslola and isolated agricultural islands can be enormous, and the bureau works to close it.

The bureau takes a local view of value, recognising that work considered unproductive at a national level may matter enormously to a community. Economic roles are bent to fit people rather than the reverse, which puts it in regular friction with the Bureau of Industrial Coordination and its preference for standardisation.
