Without centralised command of industry, the bureau creates the networks that keep these autonomous operations from duplicating effort or working at cross-purposes. This standardisation sits in tension with Vekllei’s commitment to workplace democracy, where many production decisions come from worker assemblies rather than managerial hierarchies. The bureau supports democratic industrial management by training workers in technical decision-making, but the practical demands of modern manufacturing often require faster coordination than assembly deliberation allows. The tension never fully resolves.
